Rules and Regulations of the Queen of Hearts Progressive Raffle: (“Raffle”) is being conducted by The Immaculate Conception Holy Name Society, a not-for-profit religious organization. The Raffle is being conducted pursuant to the Illinois Raffles Act, 230 ILAFC 15/0.01 et seq., and the Chicago Municipal Code, all proceeds raised by the Raffle will benefit Immaculate Conception School and Parish and will be split between the church and school. The Raffle Official Rules and Regulations (the “Official Rules”) are set forth below. By purchasing a Raffle ticket (a “Ticket”), the purchaser acknowledges that they are aware of, and agrees to be bound by, these Official Rules and Immaculate Conception’s interpretation of any such Official Rules. Immaculate Conception shall be solely responsible for interpreting and applying the Official Rules. Immaculate Conception’s interpretation and application of such rules shall be final.  Immaculate Conception reserves the right to amend these Official Rules upon seven (7) days’ notice provided pursuant to an update provided on Immaculate Conception’s website, queenraffle.com, Immaculate Conception’s Facebook page, parish bulletin, or via E-Mail.

 

The first drawing will be held on Wednesday, March 27th at 8:00 PM at Iron Horse Ale House, 6158 N Northwest Hwy in Chicago.

Subsequent drawings will be held weekly at Iron Horse on Wednesdays at 8:00 PM (unless posted otherwise). When the drawing falls on a holiday, we will postpone the drawing until the following Wednesday. Immaculate Conception reserves the right to adjust the drawing dates based on Immaculate Conception School and Parish events.

 

Only 1 ticket will be drawn each week. Winner need not be present to win. However, we will pay an additional $100 bonus to any winner present at one of the sales locations during each drawing.

 

Tickets are $5 each. Cash and Credit Cards are Accepted. You may buy as many as you wish.

 

Tickets will be sold at the following locations (subject to change):

  • Immaculate Conception, 7211 W Talcott Ave, Chicago, IL 60631
    • Rectory up until close of business on the Tuesday before the drawing
    • Church after weekend masses (when available)
    • At various school events (when available)
  • Iron Horse Ale House, 158 N Northwest Hwy, Chicago, IL 60631
    • During business hours up until 15 minutes before the drawing
  • The Nil Tap, 5734 N Elston Ave, Chicago, IL 60646
    • During business hours up until close of business on the Tuesday before the drawing
  • Tommy’s on Higgins, 6954 W Higgins Ave, Chicago, IL 60656
    • During business hours up until close of business on the Tuesday before the drawing

Tickets can be purchased immediately after the drawing for the following week.

 

All participants must be at least 18 years of age.


The pool of cards will consist of deck of 54 playing cards (which includes the 2 jokers). The cards are placed face down on a mounting board purchased from a gaming vendor. The cards are numbered one (1) through fifty four (54) and are sealed to the board. Once a card is selected, it will be cut-out and turned over with the card face up on the board.

 

There will be duplicate boards on display at Iron Horse, The Nil and Tommy’s. These boards will not contain the actual cards being used in the raffle. They are for the sole purpose of showing the available numbers and the cards that have already been chosen.  

 

One card will be drawn at random from the pool of tickets purchased that week.

 

Probability varies based on ticket sales and how many remaining cards are left on the Queen of Hearts board.

 

If the weekly winning ticket selects the Queen of Hearts, they are the Grand Prize Winner and will be paid 50% of the Net Proceeds. The other 50% will go to Immaculate Conception school and parish. "Net Proceeds" means the gross receipts from the handling of the Raffle, less the reasonable operating expenses incurred by Immaculate Conception as a result of operating the Raffle.

 

If the winning ticket does NOT select the Queen of Hearts, the winner will receive $50 and the game will rollover to the next week. After the drawing, all tickets for that week’s drawing are no longer valid and will be destroyed.

 

No individual is allowed to collect the prize money on someone else’s behalf.

 

There can be only one name per ticket. Write your full name as it appears on your driver’s license or government issued ID, your telephone number AND the number of the available card would like to select (1 through 54). Do not use nicknames, initials, group names or abbreviations as this could jeopardize your ability to collect any winnings.

 

If the name on the winning ticket is illegible or more than one name is written, that ticket will be discarded and a new ticket will be drawn.

 

If winning ticket has no card number written or the number written is illegible, the lowest available card number will be selected.

 

If winning ticket has a card number written that has already been chosen (is no longer available), the lowest available card number will be selected instead.

 

Entries that have been or appear to be tampered with shall be considered void and will be discarded.

 

Neither Immaculate Conception nor its officers, employees, agents or other representatives assumes any responsibility or liability for lost, late, misdirected, mutilated, incomplete, illegible or undelivered entries, or any other failure to receive entries, or any failure to deliver a receipt of purchase prior to the drawing deadlines.

The total prize pool will continue to accumulate weekly until the QUEEN OF HEARTS is drawn. An estimated amount will be posted on the display boards and other materials.

 

The cap for this raffle will be a $4,000,000 pot, with a maximum payout of $2,000,000 going to the winner subject to the City of Chicago Municipal Code. All winnings over $600 will be subject to tax withholdings. If a prize of greater than $5,000 is awarded, the winner will need to confirm their identity and SSN number by completing and signing an IRS Form W-2G. In addition, IRS requires a withholding of 28% of the winnings less the amount of the wager. Winnings will not be distributed until the W-2G has been completed and signed. If a the selected winner is unable to be contacted or located after reasonable attempts by Immaculate Conception, or if the selected winner is unwilling or unable to provide any of the listed items, the prize money will revert to Immaculate Conception.

 

Any winner cannot donate the prize without first taking ownership of the prize, which means the appropriate W-2G must be issued and the appropriate withholding taken. If a winner then wants to donate the prize they can do so.

 

By purchasing a Ticket and choosing to participate in the Raffle, each Raffle participant acknowledges and agrees that Immaculate Conception has the right, in its sole discretion, to elect not to proceed with the Raffle for any reason whatsoever or for no reason. In such an event Immaculate Conception will conduct one final drawing in which Tickets will be drawn until the Queen of Hearts is selected.

 

Weekly Payouts

$50 to the weekly winner
$50 additional for any face card, ace, or joker that is revealed

$50 bonus if weekly winner is present at Iron Horse, The Nil, or Tommy’s when the drawing takes place.

 

If the second Joker is selected before the Queen of Hearts, the board and all 54 cards will automatically be reset and the jackpot will continue to build. The winner for that week will still receive the $50 bonus for selecting a joker.

 

The Queen of Heart's Committee reserves the right to amend these rules as needed prior to any week's drawing. The Committee also retains the right to change the date of the drawing as needed.

 

Your purchase of this Raffle ticket is subject to the Official Rules which are posted, effective as of the date of purchase and hereby incorporated in full by this reference. You acknowledge and agree that (i) you have read and understood the Official Rules; (ii) you agree to all the of the Official Rules; and (iii) you will be irrevocably bound under the Official Rules. A copy of the Official Rules will be provided via U.S. Mail or electronic message upon written request.
